Vic Dowd was/is Ken Bald's brother-in-law. He did a lot of work for Fawcett
and Street and Smith in the early 1940's. At Timely he was primarily know
for pencilling Hedy DeVive but can probably be found on a few others. He
likewise can be found in LITTLE LENNY #2 (Aug/49) and I haven't gone through
these books yet to compare art styles on other LL issues. He did
advertising work in the 1960's and hardcover book illustrations. His sole
promotional comics work was TOMMY GETS THE KEYS in 1960/62 for B.F.
Goodrich.

He's shown on pg. 13 of Stan Lee's 1947 book. "Vic Dowd Arvertising artist
and ex-GI who also draws Hedy Devine." On pg. 15, a page he penciled is
shown, and on pg. 17 it's explained.
